IFB 2026-20SD Holyoke High Roof

The City of Holyoke, 536 Dwight St, Holyoke, MA 01040, the Awarding Authority, invites sealed bids for IFB 2026-20SD the  Holyoke High School Roof Replacement Project located at 500 Beech St, Holyoke, MA 01040. The work is estimated to cost $9,000,000. Construction Schedule anticipated to start June 22, 2026, and substantially completed by September 1, 2026. Bids are subject to M.G.L. c.149 §44A-J & to minimum wage rates as required by M.G.L. c.149 §§26 to 27H inclusive.

Filed sub trades must be certified by DCAMM in the categories of PLUMBING, HVAC and ELECTRIC. All Bidders must include a current DCAMM Certificate of Eligibility and a signed DCAMM Update Statement. Filed Sub Bids will be received until December 5, 2026, at 2:00 PM and publicly opened, forthwith online. Prime Contractors must be certified by DCAMM in the category of Roofing and in General Building Construction. Bidders must include a current DCAM Certificate of Eligibility and a signed DCAM Update Statement.

A pre-bid walkthrough will be held on Wednesday, November 19, 2025, at 2pm for both General bidders and Filed Sub Trades.  Bidders are able to meet at the main entrance of Holyoke High School, located at 500 Beech Street, Holyoke, MA 01040 to walk the roof first, then through the school.

General Bids will be received until December 12, 2026, at 2:00 PM and publicly opened, forthwith online. Only pre-qualified General Bidders may submit bids. General bids shall be accompanied by a bid deposit that is not less than five (5%) of the greatest possible bid amount (considering all alternates), and made payable to the City of Holyoke.  Bid Forms and Contract Documents are available electronically at www.biddocs.com (BDO# B25-M0WW) or in person at Nashoba Blue, Inc. at 433 Main Street, Hudson, MA 01749 (978-568-1167) on Wednesday November 12, 2026 after 9:00 AM.  Questions due by November 26, 2026, at 2:00 PM. REQUEST FOR QUALIFICATIONS

Professional Design Services for Design Engineering Services for River Terrace (CSO-21B)

Combined Sewer System Separation (Phase B)

 

The City of Holyoke Department of Public Works (DPW) seeks qualifications from engineering firms to complete the final design and bid-ready construction documents for the River Terrace (CSO-21B) Combined Sewer Separation Project.    To date, the project has been designed to the 60% design level.  The proposed scope of work requested as part of this RFQ includes confirming and updating utility base mapping as previously surveyed against current utility records, potential field investigations (e.g. test pits) to identify and resolve any potential design conflicts with utilities, finalizing design plans and profiles, completion of any necessary regulatory permitting, preparation of technical specifications, preparation of cost estimates, assistance with documentation necessary to obtain State Revolving Funds for the construction phase of the project, and preparation of final bidding documents.  It should be noted that Final Design documents must be completed for submission to on or before July 1, 2026 to comply with the City’s Consent Decree.

This project may be funded in whole or part with Federal Funds. Respondents will be verified for eligibility to receive Federal Funds and must comply with all Federal Requirements including Part 200.

The City has set a not to exceed budget for work to be completed at $450,000.

Starting on November 12, 2025, RFQ documents may be obtained electronically through the City of Holyoke’s Purchasing Department by submitting an email request to Jaime Morrow, Chief Procurement Officer, at morrowj@holyoke.org.  Responses will also be submitted by email.

Letters of Interest shall be submitted electronically to Jaime Morrow, Chief Procurement Officer, at morrowj@holyoke.org and are due on December 12, 2025, at 2:00 PM (local time), based on the digital time stamp when received. Late applications will not be accepted. Letters of Interest submitted through any other means, such as mail or hand delivery, will not be accepted and will be rejected by the City as non-responsive.

The City intends to select a consultant within 60 days of receipt of the RFQ responses. Work on the project must commence within 30 days of contract execution.  The City reserves the right to reject any and all submissions, to waive any minor informalities and technicalities, or to cancel the solicitation if it is in the public interest to do so.

IFB 2026-12DPW Stained Glass Windows Phase V REBID

Sealed bids for City Hall Stained Glass Windows Restoration Project Phase V (Rebid), Holyoke, MA will be received on December 9, 2025 at the City of Holyoke Office of Procurement, 536 Dwight Street, Room 3, Holyoke, Massachusetts 01040, Attn: Jaime Morrow, Chief Procurement Officer until 2 PM prevailing time, at which said Bids will be publicly opened and read aloud. All bids shall be submitted within a sealed envelope addressed to the “City of Holyoke Office of Procurement, 536 Dwight Street, Room 3, Holyoke, Massachusetts 01040, Attn: Jaime Morrow, Chief Procurement Officer” and titled “City Hall Stained Glass Windows Restoration Project Phase V (Rebid), Holyoke, MA, Bid#2026-12DPW”. The work under this contract shall include complete restoration of the contract specified quantity of stained-glass windows as well as the furnishing and installing of new window frames and protective glazing. All work shall be performed in accordance with the project specifications and generally accepted practices and all applicable standards established by the applicable industry and regulatory agencies. The City Hall is listed in the State Register of Historic Places, all work must comply with the Secretary of the Interior’s Standards for the Treatment of Historic Properties, and the project is being partially funded with a grant from the Massachusetts Preservation Projects Fund, Massachusetts Historical Commission. This project may also be funded with supplemental federal funds. Bidding procedures shall be in accordance with the provisions of M.G.L. Chapter 149, Sections 44A-44J
and minimum wage rates as required by M.G.L. Chapter 149, Section 26-27H, inclusive as amended. A non-mandatory Pre-Bid briefing will occur on November 21, 2025 at 10:00 AM EST at Holyoke City Hall, 536 Dwight St, Holyoke, MA 01040 in the Ballroom.
Attention is called to the minimum wage rates required to be paid for all labor on this project. Wage rates are established in schedules issued by the Department of Labor and Workforce Development, in accordance with Section 26A - 27D, or Chapter 149 of the M.G.L., as amended, and the U.S. Department of Labor in accordance with the Davis-Bacon and Related Acts. Said schedule(s) are included in the bid package and the contractor will be responsible for paying the higher of the two rates. It is the responsibility of the Contractor, before Bid opening, to request if necessary, any additional information on Minimum Wage Rates for those trades people who may be employed for the proposed Work under this Contract. Materials, equipment and supplies to be used on this project are exempt from sales tax to the extent provided by M.G.L. Chapter 64H, Section 6 (f). Only eligible and responsible sealed bids on this project shall be received by the Awarding Authority from qualified Bidders submitted on forms furnished by the Awarding Authority and clearly identified on the outside of the bid with the name and address of the bidder, and the name and Bid Number of the project, and submitted to:

Masonry Repairs Lawrence Schools
● The Holyoke School Department invites qualified contractors to submit bid proposals for
the repair of the mortar joints on the chimney and the mortar joints and cap on the retaining wall,
as well as replacing bricks as needed at Lawrence School, located at 156 Cabot Street, Holyoke,
MA 01040. Mortar repairs will occur on the chimney at the roof line to the top cap on all four
sides. The retaining wall repairs will occur along Maple Street, along the entire length of the
wall, consisting of repairing the mortar and cap while replacing bricks as needed. The work on
both the chimney and retaining wall must match the original color and tooling. The City has an
expectation that the workmanship must match its historic nature. If any bricks, cap, or mortar is
repaired or replaced, it would only be in the locations as needed along the wall, matching the
original material in color and tooling.
● Non-Mandatory but highly recommended pre-bid walkthrough on
11/4/25 at 10:00 am at Lawrence School, 156 Cabot Street, Holyoke,
MA 01040.
Sealed bids are due on 11/13/25 at 2:00 pm in person at 536 Dwight
Street in the Procurement Office.
The pictures and overhead view of the chimney and retaining wall are for reference only. Not all
pictures show the full extent of the damaged areas that require repairs. All work is expected
to be neat, clean, and in a professional workman-like manner. The job site will be left clean and
free of debris that is generated from this project, including mortar waste and rubble. Any drips
and spills must be cleaned, and there will be no exceptions.

Contractor Qualifications are as follows:
● Must have experience with masonry in a school environment.
● Must have completed at least 3 masonry repairs, including some in a
commercial setting, within the last 5 years, for reference.
● Must include Massachusetts Prevailing Wage. The district has attached to
quote.
● Must have OSHA Certified Training.
● Supply all labor, equipment, and materials to perform the work to complete
the project.
● A bid awarding contractor is to have all materials delivered to the site.
● Tax-exempt and prevailing wages submittal must include a 5% bid bond.
● A 50% Payment Bond will be required from the lowest awarded bidder.
● All personnel who will be working on the project are subject to being CORI
Formed, as it is the district's policy for working in a school environment.
