CITY OF HOLYOKE Invitation to Bid Interpretation Services HPSHolyoke Public Schools is soliciting sealed bids from qualified vendors to provide interpretation services for students, families, and staff. These services will include in-person, remote (phone/video) interpretation in the languages represented in our district, including American Sign Language, as needed, to facilitate effective communication in accordance with state and federal requirements. This procurement is conducted pursuant to M.G.L. c. 30B, §5 (Invitation for Bids). The successful bidder must have the capacity to fulfill a high volume of interpretation requests on a weekly basis, including during school hours and evenings, and provide both consecutive and simultaneous modes of interpretation in Spanish, Haitian Creole, Arabic and American Sign language, with a minimum of 48 hours’ notice. Vendors must be able to assign professional interpreters who are trained in the methodologies, principles and ethics of educational interpretation, including confidentiality protocols. Interpreters should also possess knowledge of medical, legal, academic, and K-12 educational terminology in the United States with familiarity with the local context and cultural diversity of Western Massachusetts. CITY OF HOLYOKE REQUEST FOR PROPOSALS RFP 2026-15DPW Professional Design Services for Envelope Study and Design Improvements at Holyoke Fire Station No. 3 The City of Holyoke, Massachusetts, seeks proposals from qualified consultants to conduct and existing conditions assessment and envelope study at Holyoke Fire Station No. 3 to be followed by design and development of contract documents for the implementation of recommended repairs and improvements. This project may be funded in whole or part with Federal Funds. Respondents will be verified for eligibility to receive Federal Funds and must comply with all Federal Requirements including Part 200. Starting on October 6, 2025, RFP documents may be obtained electronically through the City of Holyoke’s Purchasing Department by submitting an email request to Jaime Morrow, Chief Procurement Officer, at morrowj@holyoke.org. Responses will also be submitted by email. A non-mandatory pre-proposal walkthrough will be held on October 16th @10AM at the Holyoke Fire Station No. 3, 1579 Northampton Street, Holyoke, MA 01040. Proposals shall be submitted electronically to Jaime Morrow, Chief Procurement Officer, at morrowj@holyoke.org and are due on November 4, 2025 at 2:00 PM (local time), based on the digital time stamp when received. Late applications will not be accepted. Proposals submitted through any other means, such as mail or hand delivery, will not be accepted and will be rejected by the City as non-responsive. The City intends to select a consultant within 60 days of receipt of the RFP responses. Work on the project must commence within 30 days of contract execution. The City reserves the right to reject any and all submissions, to waive any minor informalities and technicalities, or to cancel the solicitation if it is in the public interest to do so.

Wastewater Contract Compliance
The City of Holyoke Department of Public Works is soliciting qualifications from professional engineering consulting firms for Wastewater Contract Compliance Management specific to the contract between the City of Holyoke and Veolia Water North America-Northeast LLC for the Facility Operation and Maintenance for Wastewater Treatment Plant, Collection, Stormwater, CSO, Flood Control Systems and Industrial Pretreatment Program Facilities. This contract is effective October 1, 2025, and is a ten-year term plus one additional five-year optional extension.
This RFQ, issued under the provisions of the laws of the Commonwealth of Massachusetts and the City of Holyoke, invites firms to submit their qualifications and plan to provide the services described. Subject to approval by the City, the contract term is one year, renewable up to two additional years, which will be mutually agreed upon based on vendor performance and availability of funding. Annual funding for this service is $100,000 provided through the Wastewater Long Term Service Agreement annual fee. Documents are available starting on 8/4/2025 @ 10AM electronically by requesting from morrowj@holyoke.org an electronic copy of the recently executed contract between the city and Veolia will be sent to planholders.
