BOARD OF PUBLIC WORKS – OLD BUSINESS

  • TIP Projects Update
    1. High & Maple
      1. 25% Design Submitted
      2. Comment Resolution Meeting was on June 2, 2021
  • Design Public Hearing scheduled to be scheduled
  1. 75% Design submittal 8/20/21
  2. 100% Design submittal 12/20/21
  3. Plans, Specifications & Estimate (PS&E) submittal 3/11/22
  • Bid advertisement 8/26/22
  1. Center City Connector
    1. 25% Design Submitted
    2. Currently scheduling the Design Public Hearing (Virtual)
  2. Northampton Street Rehabilitation
    1. Needs to be funded through the State’s Capital Improvement Plan (TIP Project)
    2. Received quotes for survey and traffic counts to be funded through Ch. 90
  3. Complete Streets – Pedestrian Improvements
    1. Received rapid flashing beacon equipment
    2. Coordinating with Fire Dept. for installation
  • Dwight x Appleton x Pleasant intersection to be painted instead of curbing and sidewalk.
  1. Shared Street Grant Submittal – awaiting notification from DOT
  • 90 Projects Update
    1. Sunset and Ashley Road Closure contract with Gomes Construction has been signed

  1. Sustainable Materials Recovery Program (SMRP) Grant deadline 7/14/21
  2. Received a grant for a Regional Glass Aggregate Processing Facility
    1. $100k of the $150k requested
    2. Evaluating viability of project with current recycling rates
  • Citywide Vegetation Management
  1. Need to update Conservation Commission with treatment locations.
  2. Preparing bidding documents.

 

  • Personnel Issues – Workers Comp Update
  1. Uribe (Refuse) returned to full duty
  2. Galarza (Recycling) still on WC
  3. Kilpatrick (Recycling) still on WC
  4. Melendez (Highway) still on WC
  5. Ed Eckert is retiring on 7/30
  6. Will be 3 open HMEO positions in Highway (likely filled internally)
  7. 2 open Parking Enforcement Officer positions (likely filled internally)
  8. 2 new Laborer positions are open (likely filled from temporary workers)

 

  • Main Street Ash tree preservation – Work is currently underway
  • South Holyoke/HHA Project
  1. Curbing and sidewalk improvements in the next month
  2. Significant underrun in the MassWorks grant which can be used for additional sidewalk and paving work in the South Holyoke area
  3. Underrun is due to competitive bid and generous estimated contingency

STORMWATER AUTHORITY – NEW BUSINESS

  • The Holyoke Stormwater Authority will hold a Public Hearing on Monday, July 12, 2021 at 5:30 p.m. to hear, pursuant to Section 38.0 of the Holyoke Ordinance, an application for a Stormwater Permit by Kindred Healthcare to demolish an existing vacant building and construct a new 4-story behavioral health hospital and 1-story DMH building, along with a new parking lot and stormwater management facilities at 45 Lower Westfield Road, known as parcels 117-00-018.
