The Ordinance Committee of the City Council and the Holyoke Planning Board will hold a joint public hearing on Tuesday 6/23/20 at 6:30pm via remote zoom meeting for discussion on the following order: “Order: that in an effort to enhance food access and security for our residents during these uncertain times that we expedite a backyard chicken ordinance as well as review of the permitting process for community gardens to ensure that it facilitates easy access and use of such sites” The joint-public hearing can be accessed via zoom.com Meeting ID: 857 2564 9907 Password: 210414 or Call in at 1 (929) 205-6099. Item 1: Previous Meeting Minutes

Item 2: Joint Public Hearing of the Ordinance Committee and the Planning Board 4/21/20: Order: that in an effort to enhance food access and security for our residents during these uncertain times that we expedite a backyard chicken ordinance as well as review of the permitting process for community gardens to ensure that it facilitates easy access and use of such sites

Item 3: Murphy 2/4/20: Order:  that the posted speed limits for Main Street Sec 86-212 be replaced with the following: Main Street Northbound.  Beginning at Route 5 and Ingleside Street, then northerly on Main Street; 0.45 miles at 35 miles per hour, 0.25 miles at 20 miles per hour to create a safety zone extending 100 feet north of the Dean School property, 2.4 miles at 30 miles per hour ending at Canal Street and Race Street; the total distance being 3.1 miles.
Main Street Southbound. Beginning at Canal Street and Race Street, then southerly on Main Street, 2.4 miles at 30 miles per hour, 0.25 miles at 20 miles per hour to create a safety zone beginning 100 feet north of the Dean School property, 0.45 miles at 35 miles per hour ending at Route 5 and Ingleside Street; the total distance being 3.1 miles.

Item 4: Murphy 2/4/20: Order: that parking on South Race Street from 45 feet south of Jackson Street intersection on the east side of the street to a point 105 south of the intersection be posted as 30 minute parking from 9 AM until 7 PM daily.  Ordinance to take effect July 1, 2020.

Item 5: Murphy 2/4/20: Order: that no parking be allowed on the west side of South Race Street from the intersection with Jackson Street to a point 180 feet south.  This is to assure fire apparatus can easily maneuver through the street.  Ordinance to take effect July 1 2020.

Item 6: Murphy 3/10/20: Order: that the following handicapped parking ordinances be repealed and the parking signs be removed once repealed.  The tenants no longer live in the buildings.  Idalis Osorio, 588 S Summer St, 1613 & Maridelva de Jesus, 588 S Summer St, 1612.

Item 7: Murphy 1/7/20: Order: that the handicap sign place at 550 South Summer St. for Marilyn Vazquez be removed she has moved.

Item 8: McGee 3/10/20: That a handicap sign be removed from 3 Laurel St. for Adelaida Ramos.

Item 9: Hernandez 3/10/20: Ordered that the Handicap space at 266 Walnut St. be removed: The resident needing the space has moved.

Item 10: Petition of James T. Fitzgerald of 439 Northampton st. for a zone change for parcel #’s 223-00-001, 223-00-005, 223-00-008 from BH to R2.
