Item 1: 8-2-22 Petition of Yajaira Mulero, for a street vendor license.

Item 2: PUBLIC HEARING (joint hearing with the Planning Board, continued from 5-24-22, 8-23-22) 4-5-22 BARTLEY, GIVNER, PUELLO, RIVERA_J — Ordered that the Holyoke City Council review and amend Section 5.4 of the Zoning Ordinance to allow for Accessory Dwelling Units (AUDs) in the DR zone, in addition to amending Section 2 Definitions, and any other sections that may apply to allow this use in the DR zone. Accessory dwelling unit (ADU) is a smaller, independent residential dwelling unit located on the same lot as a stand-alone (i.e., detached) single-family home. (planning.org)

Item 3: PUBLIC HEARING (joint hearing with the Planning Board) 6-21-22 JOURDAIN, MALDONADO VELEZ — That the City Council create an ordinance that creates food truck zones in the city with the goals of eliminating food deserts, managing the locations, and promoting various neighborhoods.

Item 4: PUBLIC HEARING (continued from 11-23-21, 12-14-21, 2-22-22, 3-22-22, 5-24-22, 6-8-22) 9-7-21 VACON — Amend the zoning ordinance to read any home construction in a residential zone shall be greater than 50% living space.  A special permit from CC is required if the home construction will have 50% or less living space.
Recently home plans have been approved and it has been communicated from the Building Commissioner that our current residential zoning allows for construction of a home that is 80% garage and 20% living space.

 

Item 5: 3-10-20 VACON — Ordered, that street vendors who have received a license may be granted a renewal of the license for the same location without a hearing when all required approvals are presented with the application and any required fees/taxes are paid

Item 6: 3-15-22 Zone change application from DR to BH for Daniel Laflamme at 41 Temple St (085-00-012) to operate a truck repair shop in a district zoned DR so that the business can be conforming.

Item 7: 6-7-22 MCGEE — ORDERED that Sec 2-40 and Sec 2-41 of the City Ordinances regarding Vacation Leave be amended to add language that the City may credit a new employee with additional paid vacation time based on relative prior employment experience.

Item 8: 6-21-22 JOURDAIN, VACON — Ordered, That an ordinance be created to allow for a Fire Chief contract and that this ordinance also establish a salary range for the position (Min/Mid/Max)

Item 9: 6-7-22 JOURDAIN — Ordered, That an ordinance be created that requires a department head to report (with an incident report explaining the cause) of any loss in their department over $250 in value to the City Council and Mayor within 30 days.

Item 10: 9-1-22 VACON — Ordered, That Mayor Garcia be given the authority to hire a DPW director above mid range up to no more than max without needing further approval from CC due to special circumstances
