The City of Holyoke Department of Public Works has issued a regular Winter Parking Ban, effective:
Friday, December 26, 2025, beginning at 8:00 PM Until further notice During the parking ban, the following restrictions will be enforced: No parking on the odd-numbered side of the street, unless otherwise posted and No parking on cul-de-sacs. The City of Holyoke thanks the community for working together with our crews to help keep Holyoke’s streets clean and safe.

El Departamento de Obras Públicas de la Ciudad de Holyoke ha emitido una Prohibición Regular de Estacionamiento de Invierno, efectiva a partir del: Viernes, 26 de diciembre de 2025, comenzando a las 8:00 p.m. Hasta nuevo aviso. Durante la prohibición de estacionamiento, se estarán aplicando las siguientes restricciones: No se permite estacionar en el lado impar de la calle, a menos que se indique lo contrario y No se permite estacionar en las calles sin salida (cul-de-sacs). La Ciudad de Holyoke le agradece a la comunidad por colaborar con nuestro equipo para ayudar a mantener las calles de Holyoke limpias y seguras.

Agenda

Item 1: 4-1-25 Magrath-Smith, I. Rivera, Murphy-Romboletti — Ordered, that the City of Holyoke accept and adopt the provisions of Massachusetts General Laws Chapter 43C, Section 12, entitled “Optional Forms of Municipal Administration”, for the purpose of creating a Finance Department as outlined in the statute. Said acceptance shall be subject to implementation by city ordinance and any necessary amendments to the City Charter. This order shall be referred concurrently to Charter and Rules and Ordinance to be considered jointly, with recommendations regarding implementation to be reported back to the City Council jointly. See attached: Municipal Modernization Act of 2025.

Item 2: 11-9-23 MCGIVERIN – Ordered, that pursuant to Section 12 of MGL Chapter 43C, the City of Holyoke, acting by and through its City Council and Mayor, creates a Finance Department as provided for in the statute subject to implementation by city ordinance approved with an effective date no later than December 31, 2025.

Item 3: 11-9-23 MCGEE – Ordered, that the City of Holyoke accepts and adopt the provisions of MGL Chapter 43C entitled “Optional Forms of Municipal Administration.”

Item 5: 4-18-23 MCGEE – ordered that the position of Chief Administrative and Financial Officer be created and added to Schedule A

Item 6: 1-7-25 VACON, JOURDAIN – ORDER-that the City Council establish minimum eligibility requirements (such as a four your degree in accounting/finance & 3 years successful management experience), for appointment as Treasurer prior to the initial appointment­(if voters approve the appointment).
