1. MINUTES: To approve the minutes of the November 6, 2025, meeting.

2. EXECUTIVE DIRECTOR REPORT
A. RESOLUTIONS:
1. Adopt the 2026 HUD published Fair Market Rates as the HHA Payment Standard
● To authorize use of the 2026 HUD FMR as the payment standard effective January 1, 2026
2. Adopt the 2026 Utility Allowances
• To authorize HHA staff to use the 2026 recommended utility allowances effective February 1, 2026, for new lease ups and all moves and March 1, 2026, for all annual recertifications
3. Award the Beaudry Boucher Window Replacement Contract
• To award the Beaudry-Boucher Apartments Unit Window Replacement Project to Campora Construction Company Inc. the lowest responsive, responsible bidder in the amount of $178,500.
4. Award the Coughlin, Zielinski and Falcetti Tower Storefront Modification Contract
● To award the Storefront Modifications at Coughlin, Zielinski and Falcetti Towers project to Larochelle Construction CO Inc., the lowest responsive, responsible bidder in the amount of $113,800
5. Award the Raymond P Murphy Congregate House Window Replacement Contract
• To award the window replacement project to the lowest responsive, responsible bidder, Larochelle Construction Inc., in the amount of $93,850 for the base bid and alternate
6. Award of Two (2) Mixed Finance Legal Services Contracts
• To award to Ballard Spahr LLP and KJP Partners LLP, mixed finance legal contracts of three years with two optional one year extensions for a not-to-exceed annual fee of $70,000, respectively.
