Item 1: Resident’s Petition to install permanent speed humps on Reservation Rd.

Item 2: Item 8/1/17: Ordered that the City Council Ordinance Committee hold a joint public hearing with the Planning Board on the creation of zoning ordinances related to recreational marijuana retail locations

Item 3: Lisi 8/1/17: Ordered that the City Council Ordinance Committee hold a joint public hearing with the Planning Board on the creation of zoning ordinances related to recreational marijuana cultivation and production

  Item 4: Leahy 6/6/17: Order:  the City of Holyoke creates an ordinance that requires a group or business that hands out or exchanges needles be required to have the needles marked with a specific color. This will help our board of health and police department identify where the needle originated from.

 Item 5: Order:  That the Ordinance Committee create an Ordinance for the Adopt an Island (Medians) Program with the following interceptions in the City (near 391 and Main Street, Whiting Farm by Kmart, Entrance to the Mall, Hampden and Northampton St., Dwight Street and Northampton St, Beech and Northampton St., and others). Also, that a $200.00 fine for trespassing, leaning against any City signs post or hanging anything to the signs plus a no litter sign be erected at all interceptions.
The program will be run or manage by the DPW with enforcement from the police.

Item 6: Jourdain 1/17/17: Ordered that the City Council create and adopt a new comprehensive Ethics ordinance

Item 7:  Jourdain 10/17/17: Order:  that the Mayor, Procurement Officer, Law department, a representative of Hampshire Towing, and a representative of Red’s Towing appear before the City Council to discuss campaign donations made to Mayor Alex Morse during the period January 1 to September 8, 2017 which appear to be in violation of Ordinance 2-335 and moreover appear to be a material breach of their contracts with the city.  A discussion of how this matter can be remedied should also take place.

Item 8: Bartley 10/3/17: The city ordinances be amended to prohibit parking during the winter months (November through March, for example) at the north corner of Fenton St where it connects with Homestead Ave.  This would allow for better access for plows and emergency vehicles.  It is a constituent request.

Item 9: Jourdain 10/17/17: Ordered that the Ordinances Section 86-106 “Permit Parking “ be amended to reflect the following changes:

  1. That not more than two parking stickers be allowed per household
  2. That the ordinances reflect that Center St. is only addresses 1-20 Center St. from North Canal to Lyman St.

Item 10: Lopez 10/17/17: Ordered that the Holyoke notification system only purpose should be for emergency notifications

Item 11: Vacon 10 17/17: Order:   that we adopt state law Chapter 17A if necessary or enforce this State Law if adoption of the law is not needed.
Section 17A. Whoever, for the purpose of soliciting any alms, contribution or subscription or of selling any merchandise, except newspapers, or ticket of admission to any game, show, exhibition, fair, ball, entertainment or public gathering, signals a moving vehicle on any public way or causes the stopping of a vehicle thereon, or accosts any occupant of a vehicle stopped thereon at the direction of a police officer or signal man, or of a signal or device for regulating traffic, shall be punished by a fine of not more than fifty dollars. Whoever sells or offers for sale any item except newspapers within the limits of a state highway boundary without a permit issued by the department shall for the first offense be punished by a fine of fifty dollars and for each subsequent offense shall be punished by a fine of one hundred dollars. Notwithstanding the provisions of the first sentence of this section, on any city or town way which is not under jurisdiction of the department, the chief of police of a city or town may issue a permit to nonprofit organizations to solicit on said ways in conformity with the rules and regulations established by the police department of said city or town.

Item 12: Sullivan: Order: That a complete review of Chapter 42 Fire Prevention and Protection be undertaken.  Many sections are outdated or need to be reviewed and updated.  Some sections are being ignored or circumvented.  Article III. which deals with the actual composition, staffing, and benefits of the department Is vague at best and receives less attention than the sale of cigarette lighters as detailed in 42-19.
