Item 1: Previous Meeting Minutes

 

Item 2: McGee 5/15/18: Ordered that permanent speed bumps be installed on Bemis Rd.

 

Item 3:  Special permit application from Canna Provisions Inc. to operate a Registered Marijuana Dispensary 7.10.2 at 380 Dwight St. (Map 21 Block 01 Parcel 003) 

 

Item 4: Special permit application from The High End Management Co. to operate a Registered Marijuana Retail Establishment and Recreational Marijuana Cultivation Facility at 110 Winter St. Holyoke MA. (Map 031, 032 Block 01 Parcel 004, 009)

 

Item 5: McGee 4/16/19: Order that section 4.6.2.1 corner lot – be amended to allow Corner lots to erect and maintain a fence when such fence will have no impact on traffic, visibility, etc.
(4.6.2.1 Corner Lot No Fence shall be erected or maintained within the front or side yard setback of a corner lot as defined in Table 5.2 of the Zoning Ordinance in a manner which interferes with traffic visibility across the corner.)

 

Item 6: McGee 4/17/18: Order:  that the auditor come before ordinance to address all payment in lieu of tax programs in the city.

 

Item 7: Anderson-Burgos 11/7/18: Order:  that a sign be placed on both ends of Monroe Street prohibiting large trucks from using it as a pass through. Residents have expressed that this creates a danger for children, and that one truck also damaged a power line leading up to a resident’s house.

 

Item 8: Anderson-Burgos 11/7/18: Order:  that temporary speed humps be placed on Anderson Avenue, and that a speed study be done on the corner of Sycamore and Anderson. A resident living on Anderson noticed an increase in traffic using excessive speed coming around the blind corner from Anderson to Sycamore from the other end of Anderson as well as off of Carter Street. She is concerned for the safety of her young child as well as others.

 

Item 9: Valentin 1/15/19: Order:  That the City Engineer evaluate the placement of a four-way stop at the intersection of Locust and Sargeant Street. Request from residents.

 

Item 10: Lebron-Martinez: 6/4/19: Ordered that Section 86-321 Schedule I: Parking be amended to include the following on Canal St. to improve parking for DPW and its customers (see attached chart)

 

Item 11: Bartley 6/18/19: Ordered that Section 86-322, Schedule I-A(c)(3) be amended to amend the parking fees for special events in the City.

 

Item 12: McGiverin 6/18/19: Ordered, that there is hereby authorized to be established and maintained for fiscal year 2019, in accordance with M.G.L. Chapter 44 Sec. 53E1/2, the POLICE DEPARTMENT AUXILIARY SERVICES  Revolving Fund.
            1.  Expenditures from the fund shall be specifically for the purposes of labor, contracted services, and supplies in the act of providing Auxiliary Police Services to the City of Holyoke. .
            2.  The source of receipts to be credited to the Fund shall be amounts invoiced to Auxiliary Service vendors for services rendered. .
            3.  The officer authorized to expend from the Fund shall be THE CHIEF OF POLICE .
            4.  The limit on the total amount which may be expended from the Fund during fiscal year 2019 shall be the lesser of actual receipts collected during fiscal year 2019 or $ which, when combined with all other such revolving funds authorized under M.G.L. Chapter 44 Sec. 53E1/2 under the direct control of the officer designated in 3., above, does not exceed 1% of the amount raised by taxation in 2019.

 

Item 13: Murphy 6/4/19:  Ordered that the contract with Zip Cars be reviewed to determine why the city is not receiving any revenue from this enterprise and what can be changed to make sure the city receives an appropriate payment for allowing this company special parking privileges downtown.

 

Item 14: Lisi 6/18/19: Ordered that Section 62-37, hours of operation for peddlers and/or solicitors be amended.

 

Item 15: Bartley 6/18/19: Ordered that the a handicap sign be placed in back of 3 Charles St. for Betty Hallenbeck

 

Item 16: Valentin 6/18/19: Ordered that a handicap sign be placed in front of 131 Beech St. for Juan Colon

 

Item 17: Lebron-Martinez 6/18/19: Ordered that a handicap sign be placed in front of 372 Maple St. for Cynthia Y Hernandez De Leon
