Item 1: Approval of previous meeting minutes
Item 2: Special Permit application of GTI-Massachusetts NP Corporation for a Registered Marijuana Dispensary at 28 Appleton St. Holyoke MA.
Item 3:Zone Change application of Lisciotti Development for a zone change at 527 South St. from Current Zone: R-2 to Proposed Zone: BG
Item 4: Lopez 2/21/17: Ordered thatThe Ordinance adopt a special permit application for a methadone/suboxone clinics coming into the city.
Item 5: McGiverin/Leahy 3/21/17: Ordered that the Council review and amend Section 7.1.6 of the City’s zoning ordinance regarding drive in, take out restaurants, and consider amending the special permit for commercial drive-throughs and/or add a special permit for restaurant drive-throughs.
Item 6: Valentin 4/4/17: Ordered that two parking spaces opposite the driveway for 261 Elm St. be designated “no parking” to facilitate entry by the waste and recycling trucks. At present, if a car is parked in this area, it is impacting the ability for trucks to enter this property and remove waste and recycling.
Item 7: Leahy 9/6/16:That Chapter 86 of the Code of Ordinances be amended as necessary in order prohibit the operation of commercial vehicles on Dartmouth Street.
Item 8: Vacon 10/18/16: Ordered request our City Engineer to evaluate Rt. 202 and make eastbound one lane, rather than two due to increased speeding and safety complaints.
Item 9: McGee 11/7/16: Ordered that the speed limit of 30MPH be lowered to 20MPH on Old Ferry Rd.
Item 10: Bartley 10/18/16: Ordered the City of Holyoke consider lowering the speed limit on Willow St.
Item 11: Roman 12/6/16: Ordered that the intersection of Mosher and North Bridge St. become a 4 way stop intersection. There are numerous accidents and the residents would like to see a more secure intersection
Item 12: Vacon 3/7/17: Order: that speed limit signs be posted on the Apremont Hwy hill near the upper part of the road between 202 and Rock Valley Road. That stop signs be placed at Apremont Hwy where it turns to the right up the hill and where it turns right on to Rock Valley Rd. until such time as the intersection is reconfigured into a three way stop.
Item 13: Bresnahan 4/4/17: Ordered that the DPW install a parking sign for loading in front of 27 Olive St. to allow the bodega on Dwight and Olive St. a place to have deliveries to it’s store.
Item 14: Bresnahan 4/4/17: Ordered that the DPW remove the handicap sign at 201 Suffolk St.
Item 15: Lebron-Martinez 3/21/17: Ordered than unmetered 15 minute loading zone be allowed in front of Mass Surgical Supply store (249 High St.) for loading and unloading purposes
Item 16: Lebron-Martinez 3/21/17: Ordered that the Ord. Committee allow an additional handicap space in front of Mass Surgical Supply (249 High St.) and to make the current handicap to each have a one hour parking limit
Item 17: Jourdain 3/7/17: Ordered that DPW post no parking signs on the easterly side of Isabella St. from 200 ft. north of the intersection of Isabella St. and Corser St. to 80ft. north of Forer Avenue
Item 18: Bartley 12/20/16: Ordered that the City Council consider revising/streamlining the City’s parking permit ordinance, Section 86-106, and any related schedules and establish permit parking for Beech St. if necessary.
Item 19: Roman 1/17/17: Order that an official charter change through ballot question be placed on the next regularly scheduled municipal election for a recall process of elected officials.
Item 20: Jourdain/Vacon 3/7/17: Ordered that an ordinance be created stating “No elected official, department head or other city employee shall issue any order that shall knowingly violate any law or regulation of the federal, state or local government or the Constitution of the United States, the Constitution of the Commonwealth of Massachusetts or the Charter of the City of Holyoke, or any lawful order of a court of competent jurisdiction. No such order given shall be valid or shall be enforced by the City of Holyoke or its departments.”
Item 21: Lopez 2/21/17: Ordered that a safety alert message be created by the Mayor every time Engine 2 is browned out.
Item 22: McGee 6/7/16: Order that the city engineer/DPW look into installing a stop sign at Old Jarvis and Bassett.
