Per order of the Chair: Linda Vacon
Item 1: LISI 8/1/17 — that the City Council Ordinance Committee hold a joint public hearing with the Planning Board on the creation of zoning ordinances related to recreational marijuana cultivation and production.
Item 2: LISI 8/1/17 — that the City Council Ordinance Committee hold a joint public hearing with the Planning Board on the creation of zoning ordinances related to recreational marijuana retail locations.
Item 3: Jourdain 6/20/17: Order: That Sec 2-157 of the City Ordinances be amended as follows in bolded italic type:
Sec. 2-157. – Absence, vacancy or disability, city solicitor.
In the case of the absence, vacancy, or disability of the city solicitor, or in the case of the failure of the city council to confirm the city solicitor under section 34 of the Charter, the most senior assistant city solicitor, in number of years of continuous service to the city, shall act as the city solicitor and head of the law department for a period of time not to exceed ninety (90) days. If the senior assistant city solicitor shall have acted as city solicitor for at least 90 days then he or she shall be removed from that acting position immediately, and no other member of the department may be eligible to serve in that capacity on an acting basis.
Item 4: Greaney 9/6/16: Order: that the City Council order that all clothing drop boxes on property throughout the City are the responsibility of the property owner to police and maintain. Any and all such clothing drop boxes shall be kept clean of any clothes and trash that might accumulate outside these boxes. Any violation of this ordinance shall be culpable for a fine of up to 25 dollars. It should be noted that all property owners who allow these drop boxes on their property should be in communication with the owners of these boxes to prevent any eye sores in the neighborhoods of Holyoke.
Item 5: Lopez 8/1/17: Order: That the Ordinance Committee create an Ordinance for the Adopt an Island (Medians) Program with the following interceptions in the City (near 391 and Main Street, Whiting Farm by Kmart, Entrance to the Mall, Hampden and Northampton St., Dwight Street and Northampton St, Beech and Northampton St., and others).
Also, that a $200.00 fine for trespassing, leaning against any City signs post or hanging anything to the signs plus a no litter sign be errected at all interceptions.
The program will be run or manage by the DPW with enforcement from the police.
Item 6: Leahy 6/6/17: Order: the City of Holyoke creates an ordinance that requires a group or business that hands out or exchanges needles be required to have the needles marked with a specific color. This will help our board of health and police department identify where the needle originated from.
Item 7: McGee 3/2/16: Ordered that the City charge a sales tax or license fee (similar to taxi cab) on Uber Lyft rid share companies
Item 8: Jourdain 6/20/17: Order: That the fine for overtime parking be increased from $10 to $20 as requested by the department, and other violations.
Item 9: Vacon 8/2//16: Order: That any person or group soliciting money from the public on city (public) property must obtain a permit from the police department prior to any solicitation. The permit shall remain in effect for a time designated by the Police Chief for up to 1year and shall be obtained at least annually. A permit fee may be charged to cover costs.
Item 10: Lopez 6/6/17: Order: That the Ordinance Committee and the law department establisher look into a new ordinance for solicitation/panhandling near any interceptions in the city that will not be allowed at least 200 Ft from any interceptions, Schools, Library, Stores, and day care. Also, that any solicitation or panhandling Person/Organization obtain a $5.00 permit from the City Council. Any medians in the City will have no loitering signs and a fine of $50.00 for anyone without a permit.
Item 11: Jourdain 8/1/17 Order: that an ordinance be created or current ordinances be amended to address the placement of memorials, dedications, naming rights, and related matters on public property in the City of Holyoke.
Item 12: Jourdain 1/17/17: Order: that the City Council create and adopt a new comprehensive Ethics ordinance.
Item 13: Holyoke City Council Street Vendor application from Mr. Jose Ortiz to operate a hot dog and soda stand on Spring St.
Item 14: McGee 8/2/16: Order: That Section 4.8 of the zoning ordinance, (mainly 18.104.22.168) be amended to prohibit any commercial vehicles from parking on the street or in driveways.
Item 15: McGee 4/18/17 Order: that the ordinance committee amend ordinance 2-467, related to the Community Preservation Committee, by removing the position requirement of city council member to the CPC.
