AGENDA:

1) To approve minutes: December 6, 2018
2) EXECUTIVE DIRECTOR REPORT

A) RESOLUTIONS

1) Department of Housing and Community Development (DHCD) – Year End Financials.

• Once a year HHA must electronically submit year end financials to DHCD, this process includes top five positions.

2) Department of Housing and Community Development (DHCD) – Year End Financials.

• Once a year DHCD requires each Local Housing Authority to electronically submit a lead paint certification.

3) State Modernization – Amendment #11

• Department of Housing and Community Development (DHCD) provides funding yearly for physical improvements for state aided properties. To accept amendment #11 to the Contract for Financial Assistance, Capital Work Plan 5005 in the amount of $196,552.68.

4) State Modernization – Project 137071 HILAPP: Seibel Kitchen, Bath and ADA.

• To approve change order #1 in the amount of $46,848.

5) Churchill I and II Operating Accounts – People’s Bank

• The Management agreement between Churchill Homes Limited Partnership and the Holyoke Housing Authority (HHA) requires the HHA to open a Churchill Operating Account.

6) Coin Operated Laundry Services

• The current contract for coined operated laundry services is due to expire on June 30, 2019. Staff is requesting a five year contract term, as part of solicitation.

7) Legal Services

• The current contract is due to expire on August 31, 2019. Staff is requesting approval to complete a solicitation of a three (3) year contract for legal services with an option for two (2) additional years.

8) Allocation of Project based Vouchers Subject to previous competition

• Lyman Terrace phase II conversion and rehab will require, 76 Project based Vouchers (PBV). To allow staff to amend the HHA administrative plan to allow allocation of the vouchers based on previous competition.

9) Holyoke Boys and Girls Golf Tournament

• Yearly HHA supports the Holyoke Boys and Girls Club by sending up to four people to participate in the Bruce Thompson Memorial Golf Tournament fundraising event.
