Item 1: McGiverin 10/2/18: Order: that the City Council adopt the provisions of Sections 63, 64, and 65 of Chapter 139 of the Acts of 2012, which allows retirement systems to increase the minimum benefit of Section 101 survivors from $6,000 or $9,000 to $12,000.
Item 2: Communication from Melanson Heath, 2017 Audit Management Letter.
Item 3: Bartley 11/7/18: Order: The Mayor and City Auditor work with the various department heads thus impacted to provide a capital budget to the City Council for FY20 and subsequent years. To not have a capital budget is short-sided and ultimately very costly to taxpayers.
Item 4: Sullivan 11/7/18: Order: That a base minimum be established for the stabilization fund as a percentage of the city budget. Restrictions on the use of excess funds should be considered. Dedication to bond payment support should be a major consideration.
Item 5: McGiverin 11/7/18: Ordered, that there be and is hereby appropriated by transfer in the fiscal year 2019, two thousand six hundred fifty and 00/100 Dollars ($2,650) as follows:

Item 7: McGiverin 11/7/18: Ordered, that there be and is hereby appropriated by transfer in the fiscal year 2019, twenty two thousand five hundred and 00/100 Dollars ($22,500) as follows:
