Item 1: Prev. Meeting Minutes

Item 2: Bartley 4/3/18: Order:  The management of Wistariahurst provide to the City Council a report documenting the $250,000.00 grant it received (circa 2010).  The grant was referenced in a letter from DLS dated 3/19/18 and the deficiency from the grants ($124,921.00) was discussed in City Council 3/20/18 and paid for by city taxpayers to balance the FY18 budget.  Provide a narrative of the source of the funds, what they were used for, and how the fund had a deficiency.  Please provide prior to the city council’s budget review time.

Item 3: Bartley 9/5/18: Order: ordered that the City Council approve a set of license agreements between Action Ambulance and the City of Holyoke for use of garaging facilities at Holyoke Fire Department Stations 1, 3 and 5 and the former station at 490 South Street.  Draft language for Action Ambulance is attached hereto and will be distributed to all city councilors.

Item 4: Board of Fire Commission Meeting Minutes July 18, 2018

Item 5:  Valentin 5/15/18: Order:  the City Council hereby: (1) Declares that the land at 416 Appleton Street (Board of Assessors’ parcel 061-02-014) has not been used for a park or open space and is not needed for such purposes. (2) Petitions the General Court of the Commonwealth for a Special Act to remove 416 Appleton Street from the Provisions of Article 97 of the Massachusetts Constitution. (3) Proposes to substitute or swap the Article 97 designation on 416 Appleton Street, replacing it with a designation on land associated with Holyoke’s Center City Pedestrian Plaza as part of the petition to the General Court of the Commonwealth, and in compliance with state regulations enacted by the Massachusetts Executive Office of Energy and Environmental Affairs. (4) Designates 30 John Street (parcel 013-04-006); and the northernmost portion of 505 Dwight Street (parcel 013-04-003) which is approximately 4,625 square feet of vacant land, for open space and recreational purposes

Item 6: Bartley 8/7/18: Order:  That the Honorable City Council, in accordance with M.G.L. c. 30B and the Holyoke Procurement Ordinance, vote to accept an offer of $10,000.00 from the Holyoke Housing Authority to purchase and redevelop 144 High Street. The property is identified in the Holyoke Assessor’s Records as Map 013, Block 02, Parcel 004, consisting of an approximate 5,460 square foot building situated on 3,354 square feet of land.  The property is zoned as Downtown Business (BC) and has an assessed value of $82,400. 

Item 7: Roman 9/5/18: Order:  that the City Council pass a resolution in solidarity and support of the nurses and staff at Providence Hospital who are facing cuts.  Recommended to go to DGR that the staff, administration and individuals affected be invited in to discuss these devastating cuts.
