Notice of Committee Meeting
There will be a regular meeting of the Committee on
Charter and Rules
At City Hall in the Council Chamber, on Monday November 27th at 6:30PM
Per order of the Chair: Joe McGiverin
Item 1: Tallman 3/18/14: Order: That the Holyoke City Council adopt the provisions of M.G.L c32 section 20A pertaining to the indemnification of members of municipal retirement boards.
Item 2: Vacon 10/16/12: Order: That no member of the City Council or other elected office of the City of Holyoke shall be permitted to hold any other elected office including positions in the Massachusetts General Court.
Item 3: McGee 3/20/12: Order: That the newly formed charter group look into the pros and cons of combining the personnel department with the school dept, HG&E, and other personnel offices in the city into one centralized human resource division
Item 4: Bartley 10/3/17 Order: The City Council amend its rules to allow the committee Chair to name any city councilor to sit at the committee table and to have full authority to deliberate and vote. The purpose of this is to ensure a quorum is present. The Chair shall have discretion to name a city councilor so long as the city councilor is present.
Item 5: Bartley 5/16/17: Order: The City Council amend its Rule 31 to allow any Committee Chair to name any present Council member to join the committee in order to meet the quorum requirement. The substitute member shall be allowed to vote. The substitute member shall relinquish the committee seat when a permanent committee member arrives to satisfy the quorum requirement. The rule now states, in part, “If any committee lacks a quorum the President of the Council can sit in to meet that quorum requirement.”
Item 6: McGee 9/20/17: Order: Ordered that the Charter and Rules Committee review and offer suggested rule changes to the City Council Rules for the years make up (I.e That sub-committee will be made up of 3 members and not 5).
Item 7: Roman 9/20/17: Order: Ordered that the City Council charter and rules committee explore the Committees of the Holyoke City Council in comparison to other municipalities with similar size councils to see if there is any opportunity for streamlining and or expansion of the current council committees.
