The City of Holyoke Department of Public Works has issued a regular Winter Parking Ban, effective:
Friday, December 26, 2025, beginning at 8:00 PM Until further notice During the parking ban, the following restrictions will be enforced: No parking on the odd-numbered side of the street, unless otherwise posted and No parking on cul-de-sacs. The City of Holyoke thanks the community for working together with our crews to help keep Holyoke’s streets clean and safe.

El Departamento de Obras Públicas de la Ciudad de Holyoke ha emitido una Prohibición Regular de Estacionamiento de Invierno, efectiva a partir del: Viernes, 26 de diciembre de 2025, comenzando a las 8:00 p.m. Hasta nuevo aviso. Durante la prohibición de estacionamiento, se estarán aplicando las siguientes restricciones: No se permite estacionar en el lado impar de la calle, a menos que se indique lo contrario y No se permite estacionar en las calles sin salida (cul-de-sacs). On March 29, 2023, Governor Healey signed into law a supplemental budget bill which, among other things, extends the temporary provisions pertaining to the Open Meeting Law to March 31, 2025. Specifically, this further extension allows public bodies to continue holding meetings remotely without a quorum of the public body physically present at a meeting location, and to provide “adequate, alternative” access to remote meetings. The language does not make any substantive changes to the Open Meeting Law other than extending the expiration date of the temporary provisions regarding remote meetings from March 31, 2023 to March 31, 2025.

  • CALL TO ORDER ~ ROLL CALL ~ PLEDGE OF ALLEGIANCE 

      Pursuant to M.G.L. c. 30A, s. 20, I am hereby informing all attendees that a video and audio recording is being made of the meeting and it is live streamed via zoom.

Workstream 1: Superintendent Hiring

  • Final Community Advisory Team (CAT) Members Chosen
  • External vendor facilitation for CAT meetings approved

Workstream 2: Superintendent Evaluation

  • Receiver’s proposed professional practice goal, student learning goal, and district improvement goals were approved.

Workstream 3: Policy Development 

  • Policy and Governance Subcommittee met to review Section A Foundations and Basic Commitments & Section B Board Governance and Operations
  • The sections will be available to the School Committee and Receiver to review at the start of December.
  • Each section will be reviewed, first pass, by the School Committee at upcoming meetings.
  • Sections C General School Administration and Section D Financial Management will be reviewed by the Subcommittee on December 18. The goal is to complete both sections; if there are any remaining topics, they will be moved to the January 2025 meeting.

Workstream 4: Finance and budget

  • Facilities developing capital plan, held initial meeting to review process.
  • Threshold for budget transfer between for cost centers of 25,000 was approved.
  • Budget guidelines discussion. Full committee feedback.
  • Payroll projection completed.
  • Development of quarterly report underway Bimonthly reports for July/August and September/October presented to the subcommittee.
  • Subcommittee approved budget guidelines and priorities recommendation.
  • Subcommittee discussing protocol for warrant signing.
  • Collective Bargaining Planning Team – Mr. Sheehan appointed
