On March 29, 2023, Governor Healey signed into law a supplemental budget bill which, among other things, extends the temporary provisions pertaining to the Open Meeting Law to March 31, 2025. Specifically, this further extension allows public bodies to continue holding meetings remotely without a quorum of the public body physically present at a meeting location, and to provide “adequate, alternative” access to remote meetings. The language does not make any substantive changes to the Open Meeting Law other than extending the expiration date of the temporary provisions regarding remote meetings from March 31, 2023 to March 31, 2025.

- Communication Plan:

- Review draft communication for HPS community on steps for collecting feedback on the transition plan.
- Task Force Recruitment:
- Review draft recruitment email for task force.
- Discuss groups to target for recruitment (e.g., parent advisory groups, PTOs).
- Vice-chair to assign different school committee members to attend task force collaboration meetings ( total of 2 virtual, 2 in-person).
- Seek advisory committee input on facilitators for transition plan stakeholder feedback.
- Collaboration Section:
- Discuss and refine engagement plan for the transition plan.
○ Item #2 – Holyoke Public Schools School Committee Capacity Building–
Hiring and Evaluating the Superintendent
- Review 360 evaluation process.
- Acknowledge receipt of state’s evaluation (July 1st) for informational purposes.
- Make recommendations to the Commissioner in connection with the Receiver’s annual performance evaluation.
- Discuss additional considerations for hiring and evaluation.
- Determine need for capacity building training in the hiring process.
- Confirm subcommittee ownership of the hiring and evaluation process.
- Subcommittee to develop and present a summary of hiring and evaluation procedures to the full committee.
