The Holyoke Economic Development Department provides technical assistance to businesses. Services include:
A key role is to help firms work through the "red tape" of government at all levels. The Office administers the Massachusetts Economic Development Incentive Program (state and local tax credits, tax abatements) on behalf of the City of Holyoke. The Department has three policy development branches; the Mayor's Industrial Development Advisory Committee (MIDAC), the Holyoke Economic Development and Industrial Corporation (HEDIC), and the Holyoke Redevelopment Authority (HRA). These branches are composed of community and corporate leaders who volunteer their time and efforts to help guide the development activity of Holyoke.
HOLYOKE: "GREEN BUSINESS GROWS HERE"
The Office of Planning and Development has developed a promotional Video/DVD to market the City of Holyoke to potential businesses, industry, realtors, and developers. The Video/DVD, titled, Holyoke: "Green Business Grows Here", touches on the cities historic past as the "Queen of Industrial Cities" , while at the same time making the case that Holyoke, MA is the ideal place for any kind of modern business.

MAYOR'S INDUSTRIAL DEVELOPMENT ADVISORY COMMITTEE (MIDAC) The MIDAC is in effect the "Board of Directors" of Holyoke's industrial development programs. The MIDAC develops policy, advises on program direction, addresses environmental concerns, and serves as the primary liaison between the City and local industry. Directory 5 2011 HOLYOKE ECONOMIC DEVELOPMENT & INDUSTRIAL CORPORATION (HEDIC) The Holyoke Economic Development and Industrial Corporation (HEDIC) is chartered under Chapter 121C of the Massachusetts General Laws. Projects are detailed in an Economic Development Plan which require approval of the Mayor and City Council. HEDIC has the authority to buy and sell property, manage projects, approve financing and assist private developers. HEDIC administers the Holyoke Industrial Development Loan Program to assist new and expanding companies meet their capital needs. HEDIC is grantee of Foreign Trade Zone #201 which helps businesses realize import and export savings. HEDIC Minutes April 26, 2010 Reg.HEDIC Minutes June 24, 2010 Reg.HEDIC Minutes Oct 26, 2010 Reg.HEDIC Minutes Nov.18, 2010 HOLYOKE REDEVELOPMENT AUTHORITY (HRA) The Holyoke Redevelopment Authority (HRA) has the powers to plan and implement activities needed to redevelop underutilized, deteriorated or blighted areas, to encourage new development, and to promote sound growth for the City of Holyoke. Chartered under Chapter 121B, it places great importance on the achievement of socio-economic development such as the provision of jobs for the unemployed, the addition of tax revenue to overburdened commnunities, and/or the the assemblage of parcels of sufficient size for the expansion or siting of industry, business, or housing. The authority was established in 2008. The HRA is currently focusing on the Four Lower Census Tracts of the City and is collecting baseline data for the purpose of creating an Urban Renewal Plan. The HRA will develop a Urban Renewal Plan in the future. The HRA meets the 3rd Wednesday of each month.
