There shall be established a board of appeals in accordance with the provisions of section 811 of chapter 211 of the Acts of 1936, to consist of three members and three associate members, to be appointed and confirmed in accordance with the provisions of such chapter. The board of appeals shall also act as a board of appeals under both the building and zoning ordinances of the city.

The Local Cultural Council (LCC) Program is the largest grassroots cultural funding network in the nation supporting thousands of community-based projects in the arts, humanities, and sciences annually. The program promotes the availability of rich cultural experiences for every Massachusetts citizen. Administered by 2,400 municipally appointed volunteers, the LCC network consists of 329 councils serving all 351 Massachusetts cities and towns. Each year, local councils award more than $2 million in grants to more than 5,000 cultural programs statewide. These include school field trips, afterschool programs, concerts, festivals, lectures, theater, dance, music, and film. LCC projects take place in schools, community centers, libraries, elder care facilities, town halls, parks, and wherever communities come together. Individuals, schools, and cultural organizations are eligible to apply for project support from their local council. Funding for cultural field trips is also available through the PASS Program, which subsidize the cost of admission for students to attend performances, educational tours and exhibits. Applicants should contact their LCC before completing an application. Exemplary LCC projects are eligible to be further recognized by the Gold Star Program.

How was the Holyoke Gas & Electric established? In 1879 Thomas A. Edison invented the incandescent lamp and light in abundance became available to America. Soon electric lights began to replace gas lamps, particularly for street lighting even in Holyoke. By 1890 Holyoke had three hundred street lights, 235 of which were electric lights. The electricity for the lights was supplied by the Holyoke Water Power Company. There were those in Holyoke who felt that the Water Power Company's charfes were too high and that Holyoke should look to the construction of its own electric plant. Out of this situation came the idea of municipal ownership of the gas and electric department.
The Acts and Resolves of Massachusetts for 1891 enabled, any city was permitted to build or purchase a lighting plant for its municipal use or for the use of its inhabitants provided such action was approved by a two-thirds vote and signed by the mayor for two consecutive years and then ratified by a majority of the voters. The first step toward establishing a municipal plant for Holyoke was taken on December 15, 1896 when an order was passed by the City Council and signed by the mayor, James J. Curran. The parks and recreation commission shall have control of the public playgrounds and parks with authority to acquire land in fee or otherwise, by gift, purchase, or by the right of eminent domain, or to lease the same; and to conduct and promote thereon play, sport and physical education; and for this purpose to employ such teachers, supervisors and other officials as it may deem best and determine their compensation.

A planning board shall be established under the provisions of chapter 211 of the Acts of 1936, such board to consist of five members to be appointed and confirmed in accordance with the provisions of such chapter. The planning board shall have the powers, duties and responsibilities provided in chapter 211 of the Acts of 1936.

The board of public works shall have cognizance, direction and control: (a) of the construction, location, repair, care and lighting of streets, ways and sidewalks; (b) of the construction, alteration, repair and care of public buildings; (c) of the construction, alteration, repair and care of main drains or common sewers; (d) of the construction, alteration, repair, care and maintenance of public bridges; (e) of the care, superintendence and management of the public grounds, except public parks, belonging to said city, and of the shade and ornamental trees growing therein. The said board may require that no person or corporation authorized by the city council to dig up any public street or sidewalk in said city shall begin such digging before furnishing to such board of public works security satisfactory to them to restore such streets or sidewalks to their former condition. The said board of public works, except as herein otherwise provided, shall have exclusively the powers and be subject to the liabilities and penalities imposed by law upon road commissioners of towns. The general superintendent of public works under the direction of the said board of public works, shall supervise all work of the public works department and shall have sole charge of caryring out the orders and policies of said board. He shall perform such other duties, not inconsistent herewith, as the city council may prescribe.

Who was Whiting Street? Whiting Street was a heavy, vigorous man, never known to be sick. The Street family, Whiting, a brother and two sisters, lived in a big unpainted farmhouse on the northern stretch of the road. Whiting was given to saving and took much joy in the accumulation of wealth. The old farm supplied the family with most of the necessities of life and the owner worked hard. When he died it was found that he had left a fortune in trust for the worthy poor of Holyoke. Many a destitute family over the past century has had occasion to bless his name and his widely heralded saving. Information obtained from, The Story of Holyoke, by Wyatt E. Harper.
The City of Holyoke signifies its acceptance of the provisions of the will of the late Whiting Street, of Northampton, so far as its interest appears therein by reason of any bequests or endowments to be paid to it under said provisions and subject to the conditions thereof. The principal of said fund or funds shall be faithfully held and kept good, and the income thereof shall be expended annually for the purpose mentioned in said will and for no other purpose. Whatever sum or sums may be paid to the city by the executors or trustees of said will in compliance with the conditions thereof, shall be placed in the hands of the city treasurer, whose bond shall be made sufficient in amount to ensure the safe keeping of all of said fund or funds, and he shall pay over the income thereof, to such person or persons, in such amounts as may be ordered by the board of commissioners aforesaid, for the relief of the worthy poor of the city who are not city paupers, nor in the almshouse.
