Welcome to the City of Holyoke Personnel Department. It is the responsiobility of the Personnel Department to provide guidance on human resource policy development and implementation, staff orientation, maintenance of job evaluation programs, coordination of labor relations issues and maintenance of personnel records and benefits. Personnel is also responsible for civil service and employment matters.

CIVIL SERVICE

The majority of positions in Holyoke fall under the Massachusetts Civil Service System. These positions are classified as Official Service or Labor Service

OFFICIAL SERVICE

Official service positions are those that require taking an examination. These positions include Police Officers, Firefighters, clerical, custodians and some professional positions which fall under Civil Service. For a schedule of examinations and/or further information about Civil Service visit the Massachusetts Human Resource Division website at www.state.ma.us./hrd. Selection to a position under Official Service is determined by the results of the competitive examination administered for a particular kind of position.

LABOR SERVICE

Labor Service includes a wide range of positions from laborers, skilled laborers, mechanics, truck drivers, craftsmen and cafeteria workers. Selection for a labor service position is based on registration rather than written examination. Some Labor Service positions are entry level and do not require previous experience while others are at a higher skill level and require applicants to meet minimum experience or licensing requirements. There does not need to be a vacancy in order to apply. After your application is reviewed you will receive a Labor Service Registration Number that will remain active for five years. Selection for the position title(s) for which you applied is based on your registration. Applications can be submitted in person or by mail.

CITY OF HOLYOKE JOB LISTINGS -

 

TAX COLLECTOR'S OFFICE - PART TIME HEAD CLERK

 

POSITION DESCRIPTION:   Performs clerical, computer and typing work of more than ordinary difficulty and responsibility in Tax Collectors Office, related work as required.

 

DUTIES AND RESPONSIBILITIES:         Works under general supervision performing duties that vary. Makes frequent contact with the general public and other City Departments. Maintain daily record on the collection of real estate, personal property, motor vehicle excise taxes, as well as the collection of parking ticket violations. Must have the ability to detect errors, which would affect the work of that department. Answers and take messages. Handles inquiries from public. Performs clerical work of considerable importance and accuracy to department operations and related work.

 

High school graduate including or supplemented by a standard course in typing; two to five years paid experience in general clerical and typing work or any equivalent combination of education and experience. Experience with PC’s. Knowledge of office practices and procedures. Ability to keep complex records and to prepare periodic reports from such records. Ability to meet and deal with people appropriately and effectively. Bilingual preferred.

 

SALARY:       S-17/GRADE III        $18.50 per hour.


 

 

ASSESSOR'S OFFICE PART-TIME ASSISTANT ASSESSOR 

 

POSITION DESCRIPTION:   Performs clerical, computer and typing work of more than ordinary difficulty and responsibility in Assessors’ Office. Supervisory responsibility in the absence of the Assessor.

 

REPORTING RESPONSIBILITIES:   Works under the general direction of the Board of Assessors, instructions being received primarily on matters of policy.

 

DUTIES AND RESPONSIBILITIES:  Develops and maintains records requiring classification and computation of assessment details affecting real estate  and personal property and motor vehicle excise taxes; computes and apportions betterment assessments. Prepares commitment of all real estate and personal property taxes including balancing Patriot to Munis for transmission by the Board to the Tax Collector; administers and processes exemption program including all applications and verification of information and processes all real estate and personal property tax abatements. Processes and records all deeds and plans which includes data entry into the Patriot System. Enter changes in the system on new buildings and additions on property record cards from Assessors inspections. Enter liens from water, sewer, demolitions and gas & electric onto tax bills and in addition also enters exemptions onto tax bills. Reports all exemptions granted to state for reimbursement to city. Maintains files on tax takings; processes TIF program agreements; Must have knowledge of geographical maps.

 

ENTRANCE QUALIFICATIONS:  A high school diploma and a minimum of two years full-time work experience in real-estate or an equivalent combination of education and full-time work experience. Experience with Microsoft Word and Excel a plus.

 

SALARY:       S-32     $22.57 per hour
