Item 1: Previous Meeting Minutes

Item 2: McGee  5/2/17: Order: Whereas new businesses that have developed around the mall area are looking for better directional signage for their business and such signage could be placed on private property owners property, it is therefore requested that the ordinance committee consider a possible new ordinance 

Item 3: Lisi 8/1/17: Ordered that the City Council Ordinance Committee hold a joint public hearing with the Planning Board on the creation of zoning ordinances related to recreational marijuana retail locations

Item 4: Lisi 8/1/17: Ordered that the City Council Ordinance Committee hold a joint public hearing with the Planning Board on the creation of zoning ordinances related to recreational marijuana cultivation and production

Item 5: Sullivan/Jourdain: Order:  That a complete review of Chapter 42 Fire Prevention and Protection be undertaken.  Many sections are outdated or need to be reviewed and updated.  Some sections are being ignored or circumvented.  Article III. which deals with the actual composition, staffing, and benefits of the department Is vague at best and receives less attention than the sale of cigarette lighters as detailed in 42-19.

Item 6: Sullivan 1/20/17: Ordered that signs be placed at key gateways and traffic islands. Sign will read “Please help our community, do not give money to pan handlers”

Item 7: Jourdain/Vacon 9/20/17: Order:  That the city establish informational signs by ordinance at various locations in the city stating “Please do not donate to panhandlers donations are harming our community,” or similar language.

Item 8: Street Vendor License application for Nuestras Raices to sell agricultural products, fruits, vegetables, honey, maple, dairy, meat, dry grains etc.

Item 9: Street Vendor License extension for Janette Vega on Main St.

Item 10: Street Vendor License application for Jose Ortiz to sell hot dogs and soda on Spring St.

Item 11: Jourdain 1/17/17: Ordered that the City Council create and adopt a new comprehensive Ethics ordinance

Item 12: Jourdain, Sullivan: Ordered that zoning Ordinances for recreational marijuana be established. Furthermore, where the medical marijuana zoning ordinances can be reasonably modified to accommodate recreational marijuana rules as well then those existing ordinances be changed accordingly

Item 13: Lopez 8/1/17: Order:  That the Ordinance Committee create an Ordinance for the Adopt an Island (Medians) Program with the following interceptions in the City (near 391 and Main Street, Whiting Farm by Kmart, Entrance to the Mall, Hampden and Northampton St., Dwight Street and Northampton St, Beech and Northampton St., and others). Also, that a $200.00 fine for trespassing, leaning against any City signs post or hanging anything to the signs plus a no litter sign be erected at all interceptions.
The program will be run or manage by the DPW with enforcement from the police.

 

Item 14: Leahy 6/6/17: Order:  the City of Holyoke creates an ordinance that requires a group or business that hands out or exchanges needles be required to have the needles marked with a specific color. This will help our board of health and police department identify where the needle originated from.

 

Item 15: Jourdain 6/20/17: Ordered that the fine for overtime parking be increased from 10$ to 20$ as requested by the Department.

 

Item 16: Jourdain 8/1/17: Ordered that an ordinance be created or current ordinances be amended to address the placement of memorials, dedications, naming rights, and related matters on public property in the City of Holyoke

 

Item 17: Jourdain 9/5/17: Ordered that additional handicap spaces be added on Ivy Ave and current handicap spaces if necessary be re-configured

 

Item 18: Handicap parking application for Jordanis Figueroa at 552 So. Summer St.

 

Item 19: Handicap parking application for Jose Ortiz at 615 So. Summer St.

 

Item 20: Handicap parking application for Angel Torres at 159 Walnut St.

 

Item 21: Handicap parking application for Wanda Hernandez at 554 So. Summer St.
