Item 1: Approval of previous meeting minutes

Item 2: Zone Change application of Lisciotti Development for a zone change at 527 South St. from Current Zone: R-2 to Proposed Zone: BG

Item 3: Jourdain 3/7/17: Ordered, that the Ordinance Committee review Section 18-35 “Regulation of blighted and vacant buildings” to consider revising the appeal process for vacant building registration and applicable fees.

Item 4: Bresnahan 2/21/17: Order:  that the City Council consider amending section 18-35 with respect to the vacant building fee charge. In that we consider suspending the fee if owner has an open and valid building permit on said vacant property and work is actively taking place.  Also if a new owner purchases a vacant property the vacant permit fee charge starts at year one for the new owner

Item 5: Jourdain 9/6/16: Ordered that ordinances related to ancillary structures be reviewed for possible revisions particularly as it relates to garages

Item 6: McGee 8/2/16: Order:  that the Vendor permit ordinance be amended to specifically address the process for obtaining the permit, which department will issue such permits and how to track and maintain information on such vendors/supporters.  Currently, a vendor was fingerprinted as part of the Vendor permit process and was sent to several departments to obtain the permit and no one had any idea of the permit (thus the need for a process). Therefore, the Vendor permit should be issued by DPW or Park & Rec with an approval form sign off by the Board of Health and Treasurers office (regarding taxes being current).

Item 7: Roman 1/17/17: Ordered that the City of Holyoke amend its zoning laws and establish a permit for Seasonal Amusements

Item 8: Roman/Jourdain 1/17/17: Ordered that an official charter change through ballot question be placed on the next regularly scheduled municipal election: Ballot question creating a recall process of electe4d officials.

Item 9: Order:  That an ordinance be created as follows: “No elected official, department head or other city employee shall issue any order that shall knowingly violate any law or regulation of the federal, state or local government or the Constitution of the United States, the Constitution of the Commonwealth of Massachusetts or the Charter of the City of Holyoke, or any lawful order of a court of competent jurisdiction.  No such order given shall be valid or shall be enforced by the City of Holyoke or its departments.

Item 10: Lopez 2/21/17: Ordered that a safety alert message be created by the Mayor every time Engine 2 is browned out

Item 11: JOURDAIN 3/7/17: Ordered, that the DPW post no parking signs on the easterly side of Isabella Street from 200 feet north of the intersection of Isabella Street and Corser Street to 80 feet north of Forer Avenue
