Ordered, that That the Zoning Ordinance at Appendix A at Sections 6.4.5 (6) & 6.4.6 regulating political signs be amended by deletion or amendment in order to bring them into legal compliance, if possible.

Section 6.4.3 Special regulations be amended to allow for a waiver and for a better definition of Electronic signs. 6. Electronic signs. No sign or advertising device shall, in any district, incorporate or be lighted by, flashing, scrolling or blinking lights, or be designed to attract attention by change in light intensity or direction, or by repeated mechanical or electrical motion. Fixed banners or electronic signs using changeable lights to convey the time, temperature, shall be exempt from this prohibition.

Ordered, that “Ordered, that Section 78-141 of the Code of Ordinances be amended to require that private property owners clear snow and ice from any parking areas located on their property, in addition to the requirements to remove snow and ice from sidewalks.”

Ordered, that all appointed positions in Holyoke that serve for a designated term of office be advertised and interviews held for qualified applicants prior to the end of the term. That the Personnel office place ads 6 months prior to the end of the term.

That Sections 34-31 through 34-34 regarding the Board of Registrars of Voters be amended to reflect the fact that the acceptance of NLGL. Ch. 51, Sec. 17 was revoked by the City in 2004.

Ordered, that the Assistant City Clerk and Assistant City Treasurer be removed as political appointees of the Clerk (under Sec 2-85) and Treasurer (under Sec 2-113) serving at their pleasure respectively but be converted to career service positions or have 5 year terms of office appointed by the Clerk or Treasurer

Ordered, that The City Council considers the request from Congregation Sons of Zion for handicap signage, as many of their elders have limitations to get around.
