1. LISI (5/21/13, tabled 6/26/13)
Ordered, that the City Council Committee on Ordinance review the existing PVTA and HCC bus stops in the City under 86-326 and delete and/or update that list as necessary (per request of the city engineer).
2. LISI (10/30/12, tabled from 9/10/13)
Ordered, that the City Council consider deleting the individual/owner license fees for commercial/residential dumpsters and replace the fee system with one that charges a single license fee for doing business in the city to dumpster haulers (similar to what we have in place for taxi operator licenses in the city).
3. ALEXANDER (8/6/13)
Whereas: Zoning Ordinance table 5.2 “Dimensional Controls” is unclear as to the meaning of “coverage” and has caused repeated confusion among developers and seekers of building permits
Ordered, that Table 5.2 be revised to include all currently defined Zones and to clarify the distinction between building coverage and total developed coverage on a parcel.
4. VACON (9/3/13)
Holyoke institute a moratorium on approving any medical marijuana facility until issues with zoning & code enforcement, as well as public health and public safety issues are addressed.
5. ALEXANDER (9/3/13)
Whereas: The Commonwealth has by vote approved the creation of Medical Marijuana Treatment Centers/Registered Marijuana Dispensaries, Whereas the state legislation allows for a 6-month temporary moratorium on such uses, and while our current Zoning Ordinance makes no provisions for Medical Marijuana Treatment Centers or Dispensaries,
Ordered: That the City establish a six-month temporary moratorium on the siting or licensing of any such facilities, allowing time for the study and creation of appropriate zoning regulations
6. ALEXANDER (9/3/13)
Whereas: Each Zoning Special District is established for a Purpose, and Whereas eight of the ten existing Special Districts specify that Purpose within the appropriate section of the Zoning Ordinance
Ordered: That sections 8.1 “Floodplain Overlay District” and 8.4 “Professional Office Overlay District” be amended to begin with a stated Purpose for the District.
7. ALEXANDER (9/3/13)
Whereas: Sections 6.1.3 (Parking Setbacks), Section 6.5 (Performance Standards) and Section 6.6 (Landscaping Requirements) do not adequately address the full range of site-specific concerns
