Item 1: Previous meeting minutes

Item 2: McGee 2/7/17: Financial Transfer request of $6,000 FROM Election Officers TO: Office Supplies and Education Training (Clerk’s Office)

Item 3: Item 13: Sullivan 12/20/16: Resolution to provide tax relief to homeowners and encourage new buyers in the housing market, provide tax relief for business owners, balance budget without increasing taxes, stop growth of City budget (etc.)

 Item 4:  McGee 2/7/17:  that in accordance with M.G.L. Chapter 44 Sec. 53A, the City Council hereby accepts the provisions of the “Shannon Community Safety Initiative” grant and authorizes the establishment of a Fund or other method appropriate for the accounting of the receipts and expenditures of all resources associated with the administration of said grant.

 Item 5:  McGee 1/17/17:  that in accordance with M.G.L. Chapter 44 Sec. 53A, the City Council hereby accepts the provisions of the “Shannon Community Safety Initiative” grant and authorizes the establishment of a Fund or other method appropriate for the accounting of the receipts and expenditures of all resources associated with the administration of said grant.

 Item 6: McGee 2/21/17:  that in accordance with M.G.L. Chapter 44 Sec. 53A, the City Council hereby accepts the provisions of the “Marcotte Ford Life-Saving Equipment” grant and authorizes the establishment of a Fund or other method appropriate for the accounting of the receipts and expenditures of all resources associated with the administration of said grant.

 Item 7: McGee 1/17/17: Financial Transfer request of $20,000 FROM Free Cash TO: Other Charges and Expenses (HPD)

 Item 8: McGee 2/21/17: Financial Transfer request of $104,740 FROM: Free Cash TO: Sick Leave Buyback (HPD)

 

Item 9:  McGee 2/21/17:  that in accordance with M.G.L. Chapter 44 Sec. 53A, the City Council hereby accepts the provisions of the “FY16 Emergency Management Preparedness” grant and authorizes the establishment of a Fund or other method appropriate for the accounting of the receipts and expenditures of all resources associated with the administration of said grant.

 Item 10: McGee 1/17/17: Financial Transfer request of $36,650.30 FROM Free Cash TO: Sick Leave Buyback (HFD)

 Item 11: McGee 2/21/17: that in accordance with M.G.L. Chapter 44 Sec. 53A, the City Council hereby accepts the provisions of the “Hazardous Materials Preparedness” grant and authorizes the establishment of a Fund or other method appropriate for the accounting of the receipts and expenditures of all resources associated with the administration of said grant.

Item 12: McGee 2/21/17:   Ordered that Eileen Pooler be invited into come before the City Council to discuss the Electronic Permitting Grant funds and provide an update on the software purchased and/or being considered with said grant funds.

Note: The city accepted the grant in order to better organize electronic tracking and follow through system for the City Departments. It was noted that the grant would allow for better information sharing and streamlining City information.

Item 13: Vacon 10/20/15: Order:  As long as taxpayers with private sewers (septic systems) are paying to subsidize the sewer fund ( which is supposed to be self supporting) and/or in the event that a citywide storm water fee is imposed, homeowners upon presentation of a valid septic service repair/improvement bill will be reimbursed up to $500.00 per year.  That the city will determine the proper office and establish procedures to implement this reimbursement system.

Item 14: Application of Ricardo Betancourt for 1 pool table at 65 Commercial St.

Item 15: Application of Faramarz Bahrehmand to operate one taxi cab in the City of Holyoke

Item 16: Collective Bargaining Agreement with UPSEU Local 424, DPW Supervisors
