AGENDA

1. Previous meeting minutes

2. Lisi 12/1/15: Ordered that the City Council consider adopting the following resolution in opposition to the Federal Trans-Pacific (TPP trade deal
3. Public hearing for special permit application of Mr. Jesus M. Candelario to operate a bed and breakfast at 1109 Dwight St.

4. Roman 1/5/16: Ordered that the City Council pass the attached resolution entitled “the Humanitarian Matter of Oscar Lopez Rivera”

5. Roman 3/2/16: Order: the City invite Mayor Morse, representatives from the Community Preservation Coalition, the City’s Legal Department, and local Holyoke cpa advocates to provide information about how the CPA functions and answer questions regarding the adoption of the Community Preservation Act. Also extend invitations to Representative Vega and Senator Humason to attend this meeting, if their schedules allow.

6. Roman 3/2/16: Order: the City hereby accepts Sections 3 to 7, inclusive, of Chapter 44B of the General Laws, otherwise known as the Massachusetts Community Preservation Act, by approving a surcharge on real property for the purposes permitted by said Act, including the acquisition, creation and preservation of open space, the acquisition, preservation, rehabilitation and restoration of historic resources, the acquisition, creation, preservation, rehabilitation and restoration of land for recreational use, the acquisition, creation, preservation and support of community housing, and the rehabilitation and restoration of such open space and community housing that is acquired or created as provided under said Act; that the amount of such surcharge on real property shall be 1.5% of the annual real estate tax levy against real property commencing in fiscal year 2018; and that the City hereby accepts the following exemptions from such surcharge permitted under Section 3(e) of said Act: property owned and occupied as a domicile by any person who qualifies for low income housing or low or moderate income senior housing in the City, as defined in Section 2 of said Act, $100,000 of the value of each taxable parcel of residential real property, $100,000 of the value of each taxable parcel of class three, commercial property, and class four, industrial property as defined in section 2A of said Chapter 59. Upon approval of the City Council, the actions of the body shall be submitted for acceptance by the voters at the next regular municipal or state election

7. McGee 3/2/16: order that:

The City consider: hereby accepts Sections 3 to 7, inclusive, of Chapter 44B of the General Laws, otherwise known as the Massachusetts Community Preservation Act, by approving a surcharge on real property for the purposes permitted by said Act, including the acquisition, creation and preservation of open space, the acquisition, preservation, rehabilitation and restoration of historic resources, the acquisition, creation, preservation, rehabilitation and restoration of land for recreational use, the acquisition, creation, preservation and support of community housing, and the rehabilitation and restoration of such open space and community housing that is acquired or created as provided under said Act; that the amount of such surcharge on real property shall be 1% of the annual real estate tax levy against real property commencing in fiscal year 2018; and that the City hereby accepts the following exemptions from such surcharge permitted under Section 3(e) of said Act: property owned and occupied as a domicile by any person who qualifies for low income housing or low or moderate income senior housing in the City, as defined

Upon approval of the City Council, the actions of the body shall be submitted for acceptance by the voters at the next regular municipal or state election.
