Building Department
The Building Department is committed to improving the quality of life for the people of Holyoke by advancing public health and safety through effective building code enforcement.
The Building Department is charged with enforcing the State Building Code, Plumbing and Gas Code, Electrical Code, the Architectural Access Code, Zoning Ordinances, and conditions attached to Special Permits. It responds to citizen complaints about the safety, accessibility and security of construction to their homes and businesses. It issues permits for building, wiring, plumbing, gas, sheet metal, and signs.
The Building Department performs plan reviews, on-site inspections of all new construction, alterations, and repairs. The Department also oversees change of use and occupancy, demolitions and zoning violations.

Sec 18-83. – Work started prior to obtaining permits.
Except in an emergency, as determined, by the Building Commissioner, where work for which a permit is required by this division is started or proceeded with prior to obtaining said permit, the above fee shall be double, but the payment of such fee shall not relieve a person, firm or corporation from fully complying with the requirements of this division in the execution of the work or from any penalty prescribed herein.

- A Commonwealth of Massachusetts Application with signature must be submitted, and after review, permit will be granted.

- Plumber or gas fitter must schedule the rough and finish inspection with inspector directly.
- Rough work shall be inspected before closing
