The City of Holyoke under the Office for Community Development manages the Neighborhood Improvement Program – (NIP Up to 60% rebates) for home improvements in 1-4 unit, owner-occupied properties that meet certain criteria such as income.


The Rental Neighborhood Improvement Program – (RNIP) offers low-interest loans for 3+ unit rental property improvements, including lead paint abatement’s, new heating systems, etc.

The City of Holyoke currently has two municipal parking lots:

Suffolk Street Municipal Parking – Located on Suffolk Street

Ernest Proulx Municipal Parking Facility – Located on Dwight directly across Heritage State Park & City Hall

Parking meters are also located throughout the City and offer convenient ways to pay with either coins, debit and credit cards through the ParkMobile App.

ParkMobile is free to download and available for both iPhone and Android devices. Users can additionally register on parkmobile.io. After setting up their account, customers can immediately begin using the system with their registered mobile device.

So what can I do?

  1. Parking tickets can be paid in our office, through the mail or online. A $5.00 surcharge is automatically applied to an outstanding ticket after 21 days. If it remains unpaid, a $15.00 notice fee will be applied and it will eventually lead to a $20.00 marking fee from the Registry of Motor Vehicles, which will prevent license and registration renewals.
  2. Parking tickets may be appealed within 21 days by filling out a Parking Appeal Form. Send in your appeal form with the ticket and any photos you want to submit as evidence. You will be notified of the outcome within 2 weeks. The appeals officer’s decision is final.

What is Excise and Who Gets it?

Excise tax on motor vehicles is an annual tax for the privilege of registration. Every motor vehicle and trailer registered in Massachusetts is subject to excise tax unless expressly exempted. Registering a motor vehicle automatically triggers an excise tax. The city or town where the vehicle is principally garaged levies the excise annually. The Registry of Motor Vehicles prepares data for excise bills according to the information on the motor vehicle registration and sends it to the City or Town. Cities and Towns then prepare bills based on the excise data provided by the Registry of Motor vehicles. Anyone with Massachusetts plates registered in their name gets a bill every year for as long as the plates are active in the RMV’s system.

What if I Don’t Have the Car Anymore?

If you receive an excise tax for a vehicle you no longer own, you may qualify for an abatement, or adjustment, on the bill, but you must provide proof that you no longer own the car AND proof of the registration cancellation or transfer. Any required documentation must be presented to the Assessor’s office to receive an abatement.

If any of the situations listed below apply to an excise tax billed in your name, please supply applicable documents to the Assessor’s office. You can call their office if you need more information, (413) 322-5550.

If the motor vehicle has been:

  • Sold or Traded – Bill of Sale AND plate return receipt or new registration if plates were transferred
  • Stolen or Total Loss – Police report or insurance settlement letter AND plate return receipt, affidavit of lost or stolen plates from RMV (form C-19), or new registration if plates were transferred
  • Repossessed – Notice from lien holder AND plate return receipt, form C-19, or new registration if plates were transferred
  • Junked – Receipt from junk yard AND plate return receipt, form C-19, or new registration if plates were transferred
  • Returned to dealer (lemon law) – Letter from dealer certifying return AND plate return receipt or new registration if plates were transferred
  • Moved from Holyoke before Jan. 1 of tax year – Proof of residency prior to Jan. 1 of tax year (e.g. utility bill, lease) AND proof of notifying RMV of move before Jan. 1.
  • Moved Out of State – Date of move AND registration from new state

All information for Real Estate and Personal Property originates from the Board of Assessors and it is the Assessor’s office that commits to the Collector of Taxes to collect those monies for the City of Holyoke. It is the responsibility of the property owner to make sure their taxes are paid timely.

  • Refunds are processed at the end of the Fiscal Year.
  • Preliminary bills include the first and second quarters of the tax year and are based on approximately 50% of the previous tax year’s total tax.
  • Actual tax bills include the third and fourth quarters of the tax year and are based on assessed value once the tax rate is set.
  • Any outstanding balance left on tax after 15 days from the 4th Q due date will be subject to interest and a $15.00 demand fee.
